Dear Irresponsible girl,
Here's the thing: You can't just tell someone you're responsible and expect them to believe you. You need to prove it to them.
So how can you do this? By acting mature in your everyday life with your family. Do your chores without your parents having to beg or yell at you. Pick up after yourself around the house. Keep your room reasonably clean. Offer to set the table for dinner sometimes, or help with the dishes afterward. Come home when you are expected, and phone your parents when you're going to be late. Don't freak out over minor arguments, don't roll your eyes at your folks, and speak respectfully to them.
Keep up this routine and your parents will see with their own eyes what a responsible girl you are. Then you can start asking for small freedoms - like going to the mall alone, or at least letting your parents drop you off there to hang out with friends they know - and you'll have a better chance of them saying yes.
